Tuan Ngo, Ph.D., P.E.

Tuan Ngo is a power systems
engineer and technology leader with 18 years of experience in renewable energy
integration, EMT modeling, and NERC compliance. He holds a Ph.D. in Electrical and
Computer Engineering from the University of Texas at Austin and serves as Principal
Engineer and CTO at INS Engineering. Tuan has developed PSCAD, PSSE, and PSLF models
for over 200 renewable projects across virtually every major U.S. ISO and RTO -
including ERCOT, MISO, SPP, WECC, NYISO, and ISO-NE - and has worked directly with
major inverter manufacturers such as GE, Vestas, Siemens Gamesa, and Sungrow for model
tuning and validation. His expertise spans the full range of power system studies,
NERC PRC and MOD compliance, project commissioning, and engineering design for wind,
solar, and microgrid projects across the U.S., Hawaii, and Brazil.
Tony Vu, Ph.D., P.E.

Tony Vu is a power systems engineer and
entrepreneur with 15 years of experience in renewable energy integration, EMT modeling,
control system design, and NERC compliance. He holds a Ph.D. in Electrical and Computer
Engineering from Florida State University and serves as both Principal Engineer and CEO
of
INS Engineering, while having concurrently held a faculty position at Clarkson
University.
Tony's project experience spans ERCOT, MISO, CAISO, NYISO, and ISO-NE, with notable
contributions to a GW New York Offshore Wind portfolio - as well as transmission,
microgrid,
and energy storage projects across the U.S. His technical range covers feasibility
studies, IBR and WECC modeling, power plant controller design, and the full suite of
interconnection and NERC compliance studies, making him a versatile leader at both the
engineering and executive levels.
Peter Fitzgerald, P.E.
PRINCIPAL ENGINEER

Peter Fitzgerald is a Principal
Engineer and Director of Northeast Interconnection at INS ENGINEERING, brings 15 years
of
experience in transmission, distribution, and renewable interconnections. He leads
ISO‑NE
Schedule 22/23 projects from 1 MW to over 1 GW across solar, onshore/offshore wind,
hydro,
storage, and hybrid systems-guiding developers through FERC Order 2023, coordinating
with
ISO‑NE, TOs, and OEMs, and mitigating SIS impacts. His expertise includes protection and
controls, PSCAD/PSSE model review and benchmarking, and primary/secondary substation
design, with utility work spanning SDG&E, Eversource, AEP, CMP, RG&E, and Iberdrola.
Peter holds a B.S. in Electrical Engineering from the University of Maine.
Min Lwin, Ph.D., P.E.
Director of EMT Studies

Min Lwin is a highly accomplished Power
Systems Engineer and EMT specialist with 16 years of experience spanning wind energy
technology, grid code compliance, and advanced electromagnetic transient simulation. He
holds a Ph.D. in Electrical Engineering from the University of Texas at Austin and has
held senior roles at GE Vernova, Sargent & Lundy, and currently serves as Director of
EMT Studies at INS Engineering. Min brings exceptional depth in EMT simulation and
modeling, with particular expertise in sub-synchronous control interactions (SSCI) and
weak grid dynamics for large-scale onshore wind projects. During his tenure at GE
Vernova, he supported New Product Introduction (NPI) programs by developing converter
control solutions, validating performance against grid code requirements including IEEE
2800, and building customer-facing EMT models for North American wind projects. His R&D
contributions include co-authoring three patents related to IBR converter controls,
Python-based automation tools for EMT simulation workflows and data analysis, reflecting
a strong blend of engineering rigor and computational capability. Min is also a
recognized voice in industry standards development, having actively participated in IEEE
PES GM, the IEEE SSCI Working Group, IEEE 2800, CIGRE, and the NERC IRPTF on behalf of
GE Vernova.
Paras Patel, MSEE
Senior Director, System Protection & Grid Studies
20+ YEARS OF EXPERIENCE
Paras Patel is an analytical engineering
leader with more than 20 years of experience in electrical power systems,
specializing in system protection, control, and relay settings. As the Senior Director
of System Protection & Grid Studies at INS Engineering, he oversees department
operations while serving as a trusted Subject Matter Expert for EPC firms, utilities, and
renewable energy developers. His expertise spans substation design, short‑circuit
analysis, relay logic and coordination, and the use of industry‑standard tools such as
Aspen One Liner, ETAP, and SKM. Paras is highly experienced in renewable energy and
distributed generation studies, including solar PV, wind collector systems, and battery
energy storage projects. He is also an active contributor to IEEE standards
development, participating in working groups for IEEE 1547, 1547.2, P2800, C37.246,
C37.124, and C50, and is well‑versed in NERC/PRC compliance. Paras holds an M.S. in
Electrical Engineering (Power Systems) from Gujarat University and continues to
advance industry knowledge through leadership, technical mentorship, and standards
development.
Joe Schuster

Joe Schuster is a technically grounded
Business Development Manager with 7 years of experience bridging engineering execution
and client-facing project coordination in the renewable energy sector. He holds an M.S.
in Electrical Engineering from Clarkson University and brings a versatile background
that spans application engineering, research, and business development. At INS
Engineering, Joe supports project pursuits across key interconnection regions including
NYISO and ISO-NE, drawing on hands-on experience with notable renewable projects such as
the 117 MW Baron Winds 2, 110 MW Three Corners Solar, and 126 MW Apex Downeast Wind. His
professional foundation includes leading project review meetings, coordinating with
internal teams and subcontractors to ensure organized and timely workflows, and
performing detailed material and labor cost estimations from electrical blueprints. Joe
also contributes an applied research background, having developed a MATLAB Simulink
model exploring smart grid integration with natural gas pipeline systems during his time
at Clarkson University. His combination of engineering fluency and project coordination
skills positions him as an effective liaison between technical teams and business
stakeholders.
Tamojit Chakraborty, P.E.

Engineer with 10 years of progressive experience in interconnection studies, HVDC
project engineering, and renewable energy integration. He holds an M.S. in Electrical
Engineering from Arizona State University and has built his career across leading
organizations including INS Engineering, Siemens Energy (UK), Electric Power Engineers,
and Mitsubishi Electric Power Products. Tamojit brings deep technical expertise in RMS
and
EMT simulations using industry-standard tools such as PSSE and PSCAD, with a strong
focus on solar, wind, BESS, and hybrid project interconnections across multiple U.S.
ISOs. His work on a 1.2GW HVDC project at Siemens Energy demonstrated his capability in
complex dynamic performance studies and converter optimization for offshore wind
applications. He has also developed and validated custom user-defined models for Power
Plant Controllers and OEM inverter equipment, and has successfully completed NERC
MOD-025, MOD-026, and MOD-027 compliance studies. Beyond technical execution,
Tamojit has demonstrated leadership as an Engineering Manager, mentoring junior

distribution experience, Jonas brings credibility in the field and fluency in the

Thomas Ortmeyer is a Technical
Director at INS ENGINEERING, brings 50+ years in power systems across utilities and
academia. He specializes in protection coordination and the feasibility, design, and
modeling of wind, energy storage, and microgrid systems, with highlights including New

offshore wind protection studies, the 10 MW Potsdam Microgrid, Navy ship microgrid power
quality, and 1–10 MW storage deployments. He holds B.S., M.S., and Ph.D. degrees in

Joe Chau

Joe Chau is a Senior Consultant at
INS ENGINEERING with more than 50 years of power systems experience spanning utilities,
OEMs, and renewable energy. He has held senior engineering roles at Florida Power &
Light,
General Electric, Third Planet Windpower, and ECF Consultants, leading the design of
wind
and solar farm substations, high‑voltage equipment and protective relaying, SCADA/RTU
integration, and collection systems. Joe performs complex system studies-load flow,
short‑circuit, harmonics, and relay settings-and provides interconnection reviews,

Moisés Chong is a Senior Power System
Engineer at INS with deep expertise in dynamic model development, model qualification
testing (MQT), and transmission planning across major U.S markets including ERCOT,
ISO-NE, PJM, MISO, and WECC. He supports utilities, ISOs, and developers in delivering
high-quality interconnection studies and generator models for wind, solar, and battery
energy storage systems using PSS®E and PSCAD.
With a background spanning grid operations, EMT simulation, and Python-based workflow
automation, Moisés brings both technical rigor and practical efficiency to complex power
system assessments. Prior to his U.S career, he served as a grid studies analyst at
Panama’s National Dispatch Center, where he built security assessment tools and designed
remedial action schemes for the Panamanian and Central American interconnected grid.
A Fulbright Scholar with an M.S. in Electrical and Computer Engineering from The University
of Texas at Austin, he combines academic depth with real-world operational experience to
help clients navigate interconnection challenges and deliver reliable, grid-compliant
solutions.

May 2025, currently completing the required experience for PE licensure. At INS
Engineering, he performs power system studies and supports ERCOT commissioning and NERC
compliance efforts, specializing in dynamic model development, validation, and
benchmarking using PSS®E and PSCAD, as well as power plant controller development and
HIL testing.
